Uhh... Ran Fan would be leaving the Red Light District when the attack started and I recently realized she would probably go looking for Rise for fighting purposes so... The possibilities I can think of are near their apartment, in the Shopping District if she knew Rise was at Northern Lights, or if she hears a report that she's gone berserk or something (haven't checked my flist since before work, lol) she'd head wherever that was. So there's a bit of flexibility depending on wherever Rise needs to go or when this should start for the other people getting caught to get through their illusions.
